Fairly robust demand and persistently scant supply continued to shape the British recovered paper and board market in the month of May. Prices were largely stable or edged a little higher compared to April. Higher logistics costs, limited transport capacity and ongoing solid demand from export markets created upward pressure on prices for mixed paper (1.02) and old corrugated containers (OCC; 1.05).
Demand came from mainland Europe, especially Germany and France, but also from Turkey and Asia. By contrast, just one paper manufacturer in the UK market demonstrated greater interest in sourcing additional amounts.
The recent changeover in the British packaging recovery note (PRN) and packaging export recovery notes (PERN) system has created an additional layer of uncertainty. The tradable certificates, which are used to demonstrate compliance with packaging legislation, can be issued by accredited recyclers and exporters for each tonne of packaging waste which they recycle, recover or export for recycling/recovery. Provisional figures released by the Environment Agency at the end of May show that the volumes issued so far this year are significantly below those for the same period in 2025.
